I personally wouldn't relate Apatow to Smith. On a base level they may make the same types of movies, but I think that their styles are a bit too different to say that Apatow is becoming the new Smith.

As far as this movie goes, I feel like I've heard this premise before (or at least something similar). Of course all I know about Smith's concept is what I've read here, but these films come to mind:

Whether or not Virgin is realistic, Apatow's characters certainly exist in a more realistic and relatable universe than those of Smith's. And when it comes to dialogue with heart and charm instead of laughs, Apatow is a bit more successful delivering believable emotion instead of stilted, forced line readings.

There are definitely similarities between the two. People are all over Judd Apatow at the moment because they feel like they can somehow relate to his characters. He certainly is very 'hip' and modern, like Kevin Smith was back in the day when he referenced the Death Star. Some people (fewer every day) still seem to think that Clerks is somehow a poignant movie just as they somehow perceive 40 year old virgin to be realistic.

The plot of this movie remnds me of Romy and Michele's High School Reunion which was a kickass piece of trash. I doubt Kevin Smith will live up to that though, I think his style and abilities are pretty well established at this point. It could be funny if he cast Ben Affleck to reprise his Mallrats part for an anal scene, but other than that I'm not really excited.
