To contradict myself it might still work if the second stringers were back by good writers from comedy, somebody like Patton Oswalt, and some people that have proven to be good action/drama writers like Paul Dini, or Ben Edlund. I could see how Booster Gold and Skeet could be worth watching for awhile.

You're right, without the big 3 they can't really make a proper Justice League and with live action franchises of Batman and Superman on the go and Wonder Woman in development, Warner Bros won't want these characters appearing on TV as well. Towards the end of Justice League Unlimited's run, Bruce Timm and Co. weren't allowed to use Batman villains anymore because they were appearing on that horrendous show, "The Batman".

I wouldn't be surprised if they tried a Smallville spin-off with a team comprised of DC characters who have had cameos and then filling out the ranks with second-string characters from the comics.

I enjoyed the Bruce Timm animated Justice League and JLU follow up but I don't think a live action one will work. Unlike Heroes it would need to not take itself too seriously but it would also need to be grounded in some kind of reality. And they would need the big 3 Wonder Woman, Batman, and Supes.
